Egypt’s Minister of Industry, Khaled Hashem, chaired a steering committee meeting of the Egypt Country Partnership Programme (PCP), implemented in cooperation with the United Nations Industrial Development Organization (UNIDO), to review the programme’s progress and discuss current and future industrial development projects across the country.

The meeting was attended by Patrick Jean Gilabert, UNIDO Regional Director in Egypt; Jehan Bayoumi, UNIDO Deputy Regional Director; Walid Gamal El-Din, Chairperson of the General Authority for the Suez Canal Economic Zone, alongside representatives from relevant ministries, government bodies, and development partners.

Participants reviewed the implementation status of the programme and highlighted key achievements across targeted industrial sectors over the past period.

Discussions also covered the programme’s six main pillars: industrial policy and governance, investment promotion, green industry, smart cities and sustainable industrial zones, value chain development, and adaptation to the Fourth Industrial Revolution.

The meeting further examined future action plans aimed at accelerating inclusive industrial development in line with Egypt Vision 2030 and the national strategy for industrial development and export growth, while enhancing the competitiveness of Egyptian products and expanding access to international markets.

Hashem said the Egypt Country Partnership Programme plays a central role in supporting the government’s efforts to achieve a substantial industrial and production transformation, noting that its projects intersect with multiple sectors to foster innovation and strengthen workforce capabilities within Egyptian factories.

He added that the programme also contributes to creating a more attractive investment environment and reinforcing partnerships between the public and private sectors.

The minister stressed that projects implemented under the programme align with the Ministry of Industry’s broader strategy to advance Egyptian manufacturing, highlighting UNIDO’s technical support through data provision and analytical tools that help policymakers assess progress and measure outcomes.

Hashem described the partnership as a successful model of international cooperation serving the ministry’s objectives and reaffirmed the government’s commitment to providing the support and facilitation necessary for UNIDO to implement its projects in Egypt.

He added that these initiatives contribute to localising advanced industries and strengthening Egypt’s position as a regional hub for sustainable manufacturing and exports.

Separately, Hashem held bilateral talks with Gilabert to discuss UNIDO’s ongoing and future projects in Egypt. The meeting was attended by Ahmed Maghawry, Assistant Minister for International Cooperation, and Hussein El-Ghazawy, Assistant Minister for Energy Affairs.

The discussions reviewed several active UNIDO projects related to green transformation in local industry, energy efficiency programmes, clean energy transition initiatives within industrial zones, and industrial waste management systems designed to support the circular economy.

Hashem underlined the importance of energy-efficiency projects, particularly those focused on water conservation. While awareness of renewable energy has increased within the industrial sector, he said greater attention is needed regarding efficient water use in industrial processes, given water’s importance to many key industries.

He noted that reducing water consumption and waste could help factories lower costs while contributing to broader sustainability objectives.

For his part, Gilabert praised the ongoing cooperation between UNIDO and the Egyptian government and the organisation’s alignment with national efforts to strengthen domestic industrial capabilities.

He revealed that UNIDO’s current portfolio in Egypt is the organisation’s largest globally, comprising 23 projects aimed at providing technical support to local industrial facilities in areas including energy efficiency, green transformation, and industrial development.

Gilabert added that these initiatives are funded by several international partners, including the European Union, the Green Climate Fund, the Global Environment Facility, and the governments of Switzerland, Italy, Canada, Japan, and Germany. He noted that preparations are underway to launch nine additional projects in the coming period.

Egypt aims to become one of the top five players globally across seven shortlisted industrial sectors by 2035 through deep integration into global supply chains, the country’s industry minister announced during an event marking 50 years of collaboration with the World Bank Group.

Khaled Hashem, Minister of Industry, stated that the government’s strategy is shifting away from merely reducing imports towards targeted industrial integration based on scientific criteria. He emphasised a focus on technology, know-how, and high-quality human capital over traditional foreign direct investment. “The private sector is the key solution for all our problems; it is the most efficient and fastest vehicle for transformation,” Hashem said, adding that he wants to see more artificial intelligence and the Internet of Things implemented within the industrial sector.

The panel discussion highlighted the historic relationship between Egypt and the International Finance Corporation (IFC), which has contributed approximately $10bn in mobilised financing over the past 50 years, including through public-private partnerships.

Ousmane Dione, Vice President for the Middle East and North Africa at the World Bank—who previously oversaw a nearly $18bn portfolio as country director for Eritrea, Ethiopia, South Sudan, and Sudan—outlined a unified platform strategy for future growth. Dione stated that the International Bank for Reconstruction and Development (IBRD) will focus on upstream policy reforms and asset monetisation, while the IFC translates those reforms into bankable transactions and the Multilateral Investment Guarantee Agency (MIGA) provides guarantees. Dione identified strengthening sector confidence, mobilising long-term capital, and accelerating the climate transition as the most binding constraints to Egypt’s next phase of transformation. Summarising his vision for the next 50 years, Dione used the acronym “EGYPT” to stand for “Eagerness for Growth Yielding Prosperity and Transformation for all Egyptians”.

Addressing the financial sector, Hesham Ezz Al-Arab, Chief Executive Officer of CIB Egypt, detailed his institution’s 25-year relationship with the IFC. The IFC was a shareholder when CIB was first listed on the stock exchange and returned as an investor in 2005 following the privatisation of remaining government holdings. Ezz Al-Arab noted a strategic shift from financial inclusion to financial empowerment, stating that CIB has exceeded the regulatory requirement of dedicating 25% of its loan portfolio to small and medium-sized enterprises (SMEs) by targeting youth and women. Looking ahead, Ezz Al-Arab identified Africa as the single boldest opportunity for Egypt’s private sector.

A closing speaker reflected on the long-term impact of the 50-year partnership, noting that early policy conversations about feed-in tariffs laid the groundwork for the Benban solar installation, while the establishment of a credit bureau helped drive Egypt’s financial inclusion rates from 27% to over 76%. With up to 1.3m young Egyptians entering the labour market annually, the speaker called for large-scale mobilisation from the international donor community to support the country’s demographic dividend. “The question is not whether Egypt is ready; the question is how fast we can move together to meet it,” the speaker concluded.

The factory produces steel towers, columns, cable supports, and other engineering products, with a monthly output of 8,000 tonnes. It also operates one of the most advanced hot-dip galvanizing lines in Africa and the Middle East, with a production capacity of 10,000 tonnes per month.

The Prime Minister stressed the importance of transferring advanced industrial technologies to Egypt, increasing exports, and enhancing the competitiveness of locally manufactured products in international markets.

In another stop, Madbouly visited El Wady Cables Company in El Sadat City, a major player in Egypt’s electrical infrastructure sector. The company supplies cables for several national projects, including Toshka, and cooperates with electricity distribution companies nationwide.

The factory is currently expanding its medium- and high-voltage cable production lines, with implementation progress reaching 70%. It manufactures aluminium and copper cables through advanced production stages, including drawing, insulation, and assembly.

CAPTEX, the Egyptian manufacturer of sports equipment and supplies, is moving to expand its production capabilities as part of broader state efforts to deepen local manufacturing, increase domestic content, and strengthen cooperation between the public and private sectors.

Minister of State for Military Production Salah Gamblat visited the company’s facilities alongside Minister of Youth and Sports Gohar Nabil and Minister of Industry Khaled Hashem to review the company’s latest manufacturing developments and future expansion plans.

During the visit, the ministers inspected CAPTEX’s artificial turf production lines and reviewed different stages of the manufacturing process. The delegation also toured the company’s showroom, which features a range of locally produced sports equipment and supplies, reflecting Egypt’s growing focus on supporting domestic industry and reducing reliance on imported products.

Officials were briefed on the company’s business strategy, including ongoing efforts to localise technologies and feeder industries required for the production of artificial turf and other sports-related products. The initiative aims to increase local content, improve the competitiveness of Egyptian-made products, and support the state’s broader vision of building an advanced industrial base through cooperation between national institutions and private-sector partners.

Gamblat said the company is preparing to implement a strategic expansion plan designed to increase production capacity and localise advanced sports manufacturing technologies, particularly in line with directives from the political leadership to deepen local industry, reduce imports, and strengthen the competitiveness of Egyptian products in domestic and international markets.

He added that efforts are continuing to further develop the company and introduce new industries capable of adding value to the national economy, stressing that private-sector partnerships remain a central pillar in supporting industrial development and transferring advanced expertise and technologies to the Egyptian market.

For his part, Gohar Nabil highlighted the ministry’s commitment to maximising the use of national manufacturing capabilities to meet the needs of sports facilities and youth centres through locally produced artificial turf and sports equipment, helping to reduce pressure on foreign currency resources.

He noted that cooperation between the Ministries of Youth and Sports and Military Production has already contributed to the implementation of numerous sports and development projects across Egypt, including the modernisation of stadiums and sports fields, as well as the establishment of model youth centres and integrated sports complexes.

The minister added that the government is also working to open new opportunities for sports investment in coordination with relevant state entities by leveraging the capabilities of national companies able to deliver high-quality products that meet international standards, supporting broader efforts to maximise the economic returns of the sports sector.

Meanwhile, Khaled Hashem said the company’s ongoing development of production lines and efforts to increase local content are fully aligned with Egypt’s industrial development strategy and export growth objectives.

He added that the Ministry of Industry places significant emphasis on specialised sports industries that rely on advanced manufacturing technologies as part of efforts to strengthen the competitiveness of Egyptian industry.

At the conclusion of the visit, the ministers underscored the importance of continued coordination between the concerned ministries to support national industry, deepen local manufacturing, strengthen sports investment, and empower the private sector as a key partner in Egypt’s economic development strategy.
