Finland’s Ambassador to Egypt, Riikka Eela, has highlighted the growing momentum in Egyptian-Finnish economic relations, pointing to substantial untapped opportunities across trade, investment, and technology.

In an interview with Daily News Egypt, Eela underscored Finland’s global strengths in innovation, digitalisation, and sustainability, identifying key sectors for deeper cooperation, including ICT, healthcare, the green transition, and logistics.

She also emphasised Egypt’s strategic position as a regional hub, recent progress in improving the business climate, and a shared ambition to build a long-term, future-oriented partnership between the two countries.

What is the current volume of trade exchange between Egypt and Finland, and how do you see it evolving in 2026?

Trade relations between Egypt and Finland have developed steadily in recent years, reflecting a positive trajectory. However, despite this progress, considerable untapped potential remains to expand trade flows in both directions. We expect exports from both countries to continue growing gradually in 2026, supported by stronger economic ties and increased business engagement.

According to the latest full-year data for 2024, Finland’s exports to Egypt reached approximately €456m. Goods accounted for 94% of this total, while services represented just 6%. In a broader context, exports to Egypt still account for less than 0.5% of Finland’s total global exports, which stood at around €111bn, clearly indicating significant room for expansion.

Egypt holds a strategically important position for Finland. It is currently the largest destination for Finnish goods exports in Africa, surpassing markets in the GCC. Nearly 80% of Finnish exports to Egypt consist of forest-based products, including timber, paper, and pulp.

One of the most promising opportunities lies in the services sector. Globally, services account for around 35% of Finland’s exports, yet in Egypt they represent only 6%. This gap highlights strong potential for growth in digital services, consulting, and advanced technological solutions.

On the other hand, Egyptian exports to Finland reached €88m in 2024, with goods comprising 77% and services 23%. Key exports include fertilisers, chemicals, textiles, glassware, and agricultural products such as fruits and vegetables.

What is the current level of Finnish direct investment in Egypt, and which sectors hold the most promise?

Measuring Finnish direct investment in Egypt is not always straightforward, as many companies operate through global structures, meaning their investments are not always fully captured in country-level statistics.

That said, several prominent Finnish companies have established significant operations in Egypt. For example, Huhtamäki operates three manufacturing facilities and has obtained a Golden Licence, reflecting the scale of its investment. HMD Global has also set up large-scale mobile phone manufacturing operations in the country.

In addition, Nokia plays a major role in Egypt’s telecommunications landscape, running extensive regional operations from Cairo and contributing to digital infrastructure development across Africa. Meanwhile, KONE is actively involved in major construction and infrastructure projects, providing vertical transportation solutions.

Egypt is widely regarded as an attractive destination for foreign investment due to its strategic location, large market, and ongoing economic reforms. While governments can facilitate investment, decisions ultimately lie with companies. Our role is to provide accurate information and encourage Finnish firms to explore opportunities in Egypt.

We also encourage Egyptian stakeholders to engage directly with Finnish companies in Finland. Cooperation between the Finnish Embassy in Cairo and the Egyptian Embassy in Helsinki already provides a strong foundation for further growth.

Looking ahead, sectors such as machinery, ICT, and healthcare offer particularly strong potential for increased Finnish investment.

Finland is known for its leadership in digitalisation. What opportunities exist for cooperation with Egypt in this field?

Finland has developed a highly advanced ICT ecosystem and is globally recognised as a leader in digital transformation. Companies such as Nokia are at the forefront of innovation, including next-generation technologies like 6G.

One area where Finland excels is digital public services. For instance, it operates one of the world’s most efficient online taxation systems, developed by Solita, which simplifies compliance by automatically calculating taxes and preparing returns for approval.

In addition, a comprehensive digital government platform developed by Gofore enables citizens to access a wide range of public services online—from passport applications to vehicle registration—eliminating the need for physical visits.

Egypt has already made important strides through initiatives such as the Digital Egypt platform, creating a strong foundation for collaboration, particularly in exchanging best practices and developing more advanced solutions.

There are significant opportunities for cooperation in ICT, including artificial intelligence, data centres, secure mobile networks, and broader digital transformation initiatives. Digitalisation and AI, in particular, can substantially enhance productivity across key sectors of the Egyptian economy.

What joint efforts are underway in sustainability and the green transition?

Finland’s approach to sustainability is based on collaboration, long-term planning, and science-based policymaking, bringing together government, private sector, academia, and civil society.

One key initiative is Finland’s support for the “Switch to Circular Economy” programme, implemented by the United Nations Industrial Development Organization (UNIDO) in Egypt under the name “One Circle”, which promotes resource efficiency and sustainable production.

A notable example is a refurbishment centre established by Nokia, focused on extending the lifecycle of mobile network equipment. The facility is already operational and has strong potential for expansion.

Finland also plays a leading role in the World Circular Economy Forum. Meanwhile, companies such as Wärtsilä are investing in breakthrough technologies, including power plants capable of operating on 100% hydrogen, an innovation with significant implications for Egypt’s energy transition.

What challenges do Finnish companies face in the Egyptian market?

We recognise and appreciate the significant efforts made by Egyptian authorities to improve the business environment. Reforms in areas such as customs management have been particularly noteworthy and send a positive signal to investors.

However, some challenges remain, particularly in customs clearance procedures and administrative processes. Addressing these issues will be important for enhancing Egypt’s competitiveness as a global logistics hub and gateway to Africa.

It is also important to note that Finland conducts its trade policy within the framework of the European Union, working closely with EU member states and the EU Delegation in Cairo to maintain continuous dialogue with Egyptian authorities.

Overall, while challenges persist, the trajectory is clearly positive, and ongoing reforms are expected to further improve the investment climate.

How does Finland view Egypt’s role as a logistics and trade hub?

Egypt’s strategic geographic location makes it ideally positioned to serve as a logistics and manufacturing hub for both Africa and the Middle East. Its access to major shipping routes and proximity to key markets offer clear advantages.

As a member of the African Continental Free Trade Area, Egypt provides access to a vast and growing African market. Many Egyptian companies already have a strong presence across the continent, creating opportunities for Finnish firms to collaborate and expand their footprint in Africa.

Are there emerging sectors that could drive future cooperation?

Yes, several emerging sectors offer promising opportunities. Finland has a vibrant gaming industry with annual revenues of nearly €3bn, led by globally recognised companies such as Supercell and Rovio Entertainment.

Finland also hosts Slush, one of the world’s leading startup events, connecting entrepreneurs with investors and global tech ecosystems.

Healthcare innovation is another promising area, particularly in women’s health, where Finland has developed specialised expertise through initiatives such as the Women’s Health Hub.

At the same time, Egypt’s dynamic and youthful startup ecosystem presents strong opportunities for collaboration. Initiatives like the Nordic Tech Hub in Cairo have already demonstrated the potential to connect Nordic innovation with Egypt’s development and sustainability goals.

Where do you see the greatest potential for strengthening cooperation in the coming years?

The priority is to continue expanding trade and investment flows in both directions. Finland and Egypt share a long history of commercial relations spanning more than a century, built on trust and mutual respect.

In today’s rapidly evolving global environment, strengthening these ties is more important than ever. The Finnish Embassy in Cairo and the Egyptian Embassy in Helsinki play a key role in facilitating business connections and supporting companies.

The establishment of the Finnish–Egyptian Trade Council and its Egyptian counterpart is another important step in strengthening institutional cooperation. These platforms will serve as key pillars in unlocking new opportunities.

Overall, the outlook for Finnish–Egyptian relations is highly promising, with strong potential to deepen cooperation across trade, investment, innovation, and sustainable development.

Egypt aims to produce 15 million mobile phones next year and begin exporting devices to international markets, following the manufacture of 10 million units in 2025, Minister of Communications and Information Technology Amr Talaat said on Monday.

Speaking to military attaches-elect at the Institute for Intelligence and Security Science Studies, Talaat stated that the 10 million devices produced this year featured 40% local added value. He noted that Egypt has successfully attracted 15 international mobile brands to manufacture locally as part of a broader strategy to transform the communications and information technology (ICT) sector into a production-led strategic power.

Talaat reported that Egypt’s digital exports reached $7.4bn in 2025, with a target to increase this figure to $9bn. He highlighted Egypt’s pivotal role in global data infrastructure, noting that 21 international subsea cables currently pass through the country, carrying 90% of the data traffic between Asia and Europe and serving more than 60 countries.

“The ICT sector globally has become an arena for competition between countries, particularly with rapid developments in artificial intelligence and semiconductors,” Talaat said, adding that cyberattacks now directly impact national security.

The minister outlined Egypt’s human capital targets, stating the government aims to train 1 million people in technology specialities by 2030, up from 800,000 trainees this year. To support this, the state has established 27 “WE” schools for applied technology—one in every governorate—and the Egypt University of Informatics, which recently celebrated its first graduating class.

Regarding digital governance, Talaat announced that the “Digital Egypt” platform now offers 210 services to over 10m registered users. This includes the digitisation of traffic fine payments and the launch of the first phase of services dedicated to Egyptians living abroad.

The minister also pointed to Egypt’s growing status in the international outsourcing market, with more than 270 centres providing digital services globally. He noted that 60,000 jobs were created in the outsourcing sector over the past three years, with recent agreements signed with 55 companies expected to provide an additional 75,000 opportunities.

Talaat concluded by stating that the ministry’s future priorities include completing the rollout of fibre-optic cables across all governorates and enhancing mobile coverage following the launch of 5G services.

The meeting was attended by Major General Mohammed Salah el-Din Qatat, head of the Military Attaches Service.

Egypt’s digital exports reached $7.4bn over the past seven years, marking a 124% increase from $3.3bn in 2018, Minister of Communications and Information Technology Amr Talaat said, noting the sustained expansion of the communications and information technology (ICT) sector.

Speaking at the monthly meeting of the American Chamber of Commerce in Egypt, Talaat said the ICT sector has remained the fastest-growing in the economy over the past seven years, recording annual growth rates of between 14% and 16%. He added that the sector’s contribution to gross domestic product rose from 3.2% to 6% during the current year.

The Minister said outsourcing exports doubled over the past three years, increasing from $2.4bn in 2022 to $4.8bn in 2025. He added that the number of companies operating in Egypt’s outsourcing industry increased from 90 to 240, with more than 270 service delivery centres currently in operation nationwide.

Talaat reviewed the vision and key pillars of Egypt’s Digital Strategy, which is built on four main pillars: fostering digital innovation, enhancing digital services for citizens, driving GDP growth and exports, and creating jobs in the digital economy. These pillars are underpinned by two core foundations—robust digital infrastructure and a supportive legislative environment.

He stressed the Ministry’s commitment to expanding the pool of qualified ICT professionals to support digital transformation projects, noting that workforce development is a major factor in attracting global companies to establish service centres in Egypt. He said the number of trainees in technological specialisations increased 200-fold over seven years, rising from 4,000 in fiscal year 2018/2019 to 500,000 in the last fiscal year, with a target of training 800,000 individuals in the current fiscal year.

Talaat said the digital capacity-building strategy is based on two main tracks—formal education and vocational training—aimed at aligning education and training programmes with labour market needs. He highlighted the graduation of the first cohort from Egypt University of Informatics in the New Administrative Capital, as well as the expansion of WE Schools of Applied Technology from a single school in 2021 to 27 schools across all governorates.

He also noted the diversification of training delivery methods, including in-person training, online learning via digital platforms, and blended learning models. Talaat pointed to the MaharaTech platform, which offers specialised digital training content across a wide range of technological fields.

Egypt’s digital exports reach $7.4bn over seven years: Communications Minister

The Minister said the Ministry focuses on building a comprehensive skills framework for trainees that includes technical, language, and soft skills, as well as freelance and entrepreneurship capabilities. He added that programmes have been launched to prepare young people for the freelance economy and to support non-ICT professionals in developing AI-related skills. He also referred to the Digitopia competition, which aims to identify talent in digital creativity.

Talaat noted that Egypt launched its National Artificial Intelligence Strategy in 2019, contributing to the country’s advancement by 46 places in the Government AI Readiness Index. He added that the second edition of the strategy, launched earlier this year, is built around six pillars: data, skills, ecosystem, infrastructure, applications, and governance. He highlighted ongoing efforts to deploy AI-based systems to improve service delivery, including an early breast cancer detection system and a speech-to-text system used in court sessions.

The Minister also reviewed achievements supporting Egypt’s position as a global outsourcing destination. He said agreements signed in November last year with 55 global and local companies will generate around 75,000 new jobs over the next three years. This follows agreements signed with 29 companies in 2022 to expand or establish outsourcing centres, which initially targeted 34,000 jobs and resulted in 60,000 jobs implemented by the end of 2024.

Talaat said 15 global and local brands are currently manufacturing mobile phones in Egypt, with a local value-added component of around 40%. He added that production capacity increased from 3.3 million units in 2024 to 10 million units in 2025.

He also highlighted progress in digital government services, noting that the Egypt Digital Services Platform now offers 210 government services, serves more than 10 million users, and processes around 2 million transactions each month.

On infrastructure, Talaat said investments of $6bn have been made since 2019 to upgrade fixed and mobile internet networks, including $2.7bn for mobile services and $3.3bn for fixed broadband. This has driven a nearly 16-fold increase in average internet speed to 91.3 Mbps, placing Egypt first globally in average fixed broadband speed, compared with 40th place in 2018.

He added that the second phase of the network development programme includes expanding fibre-optic deployment nationwide, connecting around 4,500 villages under the “Decent Life” initiative, and rolling out 5G, Wi-Fi Calling, Internet of Things services for vehicles, and a telemarketing governance system. He noted that more than 90% of data traffic between Asia and Europe passes through Egypt via 21 international submarine cables, including six currently under construction.

Talaat concluded by highlighting the legislative and regulatory framework governing the sector, including the Cybercrime Law, the Personal Data Protection Law, the Egyptian Responsible AI Charter, the Cloud First Policy, and the Open Data Policy.

Egyptian Prime Minister Mostafa Madbouly on Wednesday highlighted the significant growth of the country’s information and communications technology (ICT) sector, which he said is a top government priority due to its role in creating thousands of jobs for youth and boosting exports.

Speaking at the weekly cabinet meeting, Madbouly referenced a recent global outsourcing summit in Cairo, during which 55 agreements were signed between Egyptian and international companies and the Ministry of Communications to open new outsourcing centres or expand existing ones. He noted that these projects are expected to create more than 70,000 new jobs for young people.

Madbouly praised the efforts of Communications Minister Amr Talaat in developing the “promising” sector, which he said receives great attention from President Abdel Fattah Al-Sisi.

The prime minister also touched on several other key files:

President Abdel Fattah Al-Sisi said on Monday that Egypt’s hosting of the Global Outsourcing Industry Summit reflects international confidence in the country’s capabilities in the information and communications technology (ICT) sector, which has become a key driver of economic growth and job creation.

Al-Sisi met with leaders of 52 major Egyptian and international companies operating in outsourcing and ICT services on the sidelines of the summit, held in Cairo on 9–10 November 2025, in the presence of Prime Minister Mostafa Madbouly and Communications Minister Amr Talaat.

Presidential spokesperson Mohamed El-Shenawy said the president thanked the companies for their confidence in the Egyptian market, noting the signing of 55 new agreements with the Ministry of Communications and Information Technology to create 75,000 new jobs over the next three years.

Al-Sisi said Egypt has implemented a national digital strategy to transform the ICT sector from a service-based activity into a productive export-oriented industry, emphasizing that human capital is the core of this transformation. He highlighted ongoing efforts to expand the pool of skilled Egyptian professionals in partnership with global universities and institutions.

The president stressed that Egypt is integrating digital education into its national system and is determined to remove barriers for foreign investors, citing political and economic stability as a key attraction for global business.

Minister Amr Talaat said outsourcing has become Egypt’s fourth strategic economic sector, alongside industry, agriculture, and tourism. He noted that digital training programs have grown from 4,000 trainees annually to 800,000, and that Egypt’s digital exports from outsourcing doubled between 2022 and 2024.

The minister added that the ICT sector’s annual growth rate now ranges between 14–16%, raising its share of GDP from 3.2% in 2018 to 6% in 2025. Egypt has also ranked first in Africa for fixed internet speed for the fifth consecutive year, while Cairo is listed among the world’s top innovation and entrepreneurship hubs.

Egyptian Minister of Communications and Information Technology, Amr Talaat, called for strengthening joint Arab action in cybersecurity through cooperation in training, information exchange, and coordinating responses to cyber incidents.

Speaking at the ninth Arab Security Conference, Talaat also highlighted the importance of developing Arab research and innovation mechanisms to support Arab startups in the field.

The conference, held under the theme “The Role of Artificial Intelligence in Cyber Defence,” comes at a time of unprecedented technological shifts, Talaat said. He noted that the rapid development of digital applications has created cyber challenges, especially as countries adopt integrated digital economies and AI technologies.

“The more we rely on technology, the more cyber threats increase,” he stated, pointing to international reports indicating that the world witnesses a ransomware attack every 11 seconds and that the global cost of cybercrime is estimated at around $9.5trn in 2024 alone, with an annual increase of over 15%.

Talaat reviewed Egypt’s National Cybersecurity Strategy (2023-2027), which focuses on five main pillars: building a legislative and institutional framework, enhancing societal culture, strengthening cyber defences, encouraging research and innovation, and boosting regional and international cooperation.

The minister acknowledged a severe global shortage of cybersecurity specialists, with an estimated 3.5 million vacant jobs worldwide. In response, he said, the ministry has launched a number of specialised training programmes aimed at building a base of highly specialised personnel to secure cyberspace in all state sectors, particularly in priority and vital areas.

He also noted the recent victory of the Egyptian team, which took first place in the largest international cybersecurity exercises at the Gulf Information Security Expo and Conference held a few months ago in the UAE, surpassing teams from 138 countries.

Bahaa Mohamed Hassan, founder and president of the Arab Security Conference, said the event serves as a platform for dialogue and cooperation between Arab countries and global experts. “Over nine years, the conference has made significant achievements in building national competencies in cybersecurity,” he said.

This year’s conference focuses on the latest global trends in using AI to counter electronic threats and enhance digital protection systems. It includes specialised sessions on industrial cybersecurity, electronic crimes, digital identity protection, and strategies for protecting critical infrastructure. The event also features the Arab Security Cyber WarGames Championship, which simulates realistic cyberattack scenarios.
