Egyptian Foreign Minister Badr Abdelatty used a visit to London on Wednesday to pitch the Egyptian market to British investors and advocate for diplomatic solutions to the Middle East crisis, warning that military escalation threatens global supply chains.

During meetings with Varun Chandra and Minouche Shafik, economic, trade, and investment advisers to the British prime minister, Abdelatty highlighted Egypt’s macro-economic reforms, its “Industry 2030 Strategy”, and a “State Ownership Policy” aimed at empowering the private sector and stabilising the foreign exchange market.

The foreign minister also met with chairmen, chief executives, and representatives of UK investment funds, urging them to capitalise on Egypt’s free trade agreements and opportunities in the Suez Canal Economic Zone. He pointed to the government’s “Golden Licence” programme, which is designed to fast-track strategic projects, as a tool for companies seeking access to Middle Eastern and African markets.

British business representatives expressed interest in exploring new cooperation opportunities and expanding their investments, acknowledging improvements in Egypt’s investment climate.

In a separate meeting with the House of Commons Foreign Affairs Committee, chaired by Emily Thornberry, Abdelatty discussed the upcoming formation of an Egyptian-British friendship group in the Egyptian parliament. Foreign Ministry spokesman Tamim Khalaf stated that Abdelatty expressed a desire for the Speaker of the House of Commons and committee members to visit Egypt to enhance bilateral coordination on both economic investments and ongoing regional challenges.

Addressing broader geopolitical issues during a panel at the Royal Institute of International Affairs (Chatham House), Abdelatty cautioned that regional escalation threatens international shipping and energy markets. He stressed that military solutions will only deepen crises, stating that Cairo is working with regional and international partners to support a US-Iranian negotiation track.

Abdelatty noted that recent visits by President Abdel Fattah el-Sisi to Gulf nations underscored that Gulf security is an integral part of Egypt’s national security, whilst rejecting any violations of Arab states’ sovereignty. He reaffirmed Cairo’s support for national state institutions and political solutions to conflicts in Sudan, Libya, Yemen, Syria, and Lebanon, adding that an independent Palestinian state based on the June 4, 1967 borders, with East Jerusalem as its capital, remains the core of regional stability.

Egypt and the United Kingdom discussed ways to strengthen cooperation in the healthcare sector, focusing on expanding training programmes for doctors and nurses, as well as enhancing partnerships in digital health and hospital management.

In a statement, Egypt’s Health Ministry said Minister Khaled Abdel Ghaffar met British Ambassador to Cairo Mark Bryson-Richardson to discuss mechanisms for broadening bilateral cooperation in the medical field.

The ministry said Abdel Ghaffar highlighted the strong relations between Egypt and the United Kingdom, as well as the longstanding partnerships between the two countries, particularly in healthcare.

Health Ministry spokesperson Hossam Abdel Ghaffar said the two sides agreed to expand training programmes in cooperation with the National Health Service (NHS), including sending Egyptian doctors to the UK for advanced training and professional skills development.

Discussions also covered establishing a long-term framework for cooperation in clinical training, scientific research, digital health, and hospital administration.

The minister stressed Egypt’s commitment to strengthening international partnerships to enhance the capabilities of doctors and nursing staff nationwide and improve the quality of healthcare services.

For his part, the British ambassador praised the progress achieved in Egypt’s healthcare sector and expressed interest in deepening cooperation with the ministry.

Pro-independence parties have secured a combined majority in the Scottish Parliament, reviving the push for a new referendum on breaking away from the United Kingdom and mounting intense pressure on British Prime Minister Keir Starmer following severe nationwide electoral defeats for his governing Labour Party.

The Scottish National Party (SNP) won a fifth consecutive term to lead the semi-autonomous government in Edinburgh. While the SNP did not secure an outright majority, a surge in support for the Scottish Greens—who also back independence—means the two parties together hold more than half of the parliament’s 129 seats, according to Bloomberg.

Renewed Mandate for Independence

The election results have immediately reignited the constitutional debate in Scotland. SNP leader and First Minister John Swinney had previously stated he would push for a new independence referendum if his party won an absolute majority on its own. As vote counting continued, Swinney clarified that any decision on the matter would be determined once the final composition of the incoming parliament was clear.

The Scottish Greens were definitive in their stance following the electoral gains.

“We recognise the urgent need for independence, and we have a democratic mandate to pursue this issue,” Ross Greer, co-leader of the Scottish Greens, told BBC Scotland. “The people of this country must have the opportunity to decide in a referendum whether Scotland should be an independent country again, and be able to join the European Union.”

The victory guarantees the SNP will extend its governance in Scotland beyond two decades, marking a remarkable turnaround. Swinney assumed leadership of the SNP in 2024 at the height of a reputational crisis, following leadership turmoil and a police investigation into the party’s finances. The party had subsequently suffered a collapse in its parliamentary seats during the UK general election, which Labour swept.

Nicola McEwen, Professor of Public Policy at Glasgow University, said the SNP would capitalise on the result. “The SNP will do its utmost to support the cause of independence, because it is rooted in its core,” McEwen stated, adding that she expects a “symbolic vote to show a pro-independence majority in the early days of the new government.”

Labour Collapse and Pressure on Starmer

The Scottish results compound a broader political crisis for Prime Minister Keir Starmer, whose Labour Party suffered heavy losses across the UK following a series of political setbacks, scandals, and mistakes. Starmer now faces nationalist governments across all the devolved nations: Scotland, Wales, and Northern Ireland.

In a historic shift, Labour lost control of Wales for the first time in a century to the pro-independence party Plaid Cymru. In England, Labour lost hundreds of local council seats to the Reform UK party, led by Nigel Farage.

The nationwide collapse prompted Scottish Labour leader Anas Sarwar to call for Starmer’s resignation. Sarwar stated that the voting outcome in Scotland “reflects the trends of the rest of the UK.”

Traditional parties faced a widespread voter backlash. In Scotland, Reform UK won its first parliamentary seats, capitalising on voters turning away from the Conservative Party, which had governed the UK in Westminster for 14 years before being ousted by Labour.

The Scottish Conservative leader accused Reform UK of “dividing the votes of independence opponents and handing gains to the SNP.” Prior to the election, Reform and Labour had been fiercely competing to become the largest opposition bloc in the Scottish Parliament.

Green Gains and Minority Governance

Despite the broader victory for the independence movement, the SNP is expected to form a minority government, making it reliant on the Scottish Greens or other parties to pass legislation.

The Greens secured significant victories at the expense of the SNP. The party won a marginal seat in Edinburgh, unseating senior SNP figure Angus Robertson, and also captured the Glasgow constituency previously held by former First Minister Nicola Sturgeon.

Sturgeon served as the figurehead of the independence movement for years, demanding a new referendum after the UK voted to leave the European Union—a move Scotland opposed. She marshalled support to end the three-century union with England and Wales but ultimately failed to secure another referendum, as successive Conservative prime ministers in London refused to grant permission.

In the 2014 referendum, which followed an SNP majority win in the 2011 elections and an agreement with the UK government, Scotland voted 55% to 45% to remain within the United Kingdom. While recent opinion polls show growing support for secession, holding a legally binding referendum remains unlikely at present without the consent of the UK government.

Following the diplomatic talks, military planners are scheduled to meet to discuss mobilising capabilities to secure the vital waterway once hostilities have ceased.

“I have to be honest with everyone, it will not be easy,” Starmer said, adding that Britain would not be “dragged into this conflict” but would remain focused on protecting national interests and reducing domestic repercussions.

The Prime Minister identified the reopening of the strait as the most effective method to support the cost of living in Britain. The corridor was effectively closed by Iran in response to Israeli and American strikes, a move that has restricted global energy supplies and driven up prices. Starmer noted that during discussions with shipping, finance, and energy leaders earlier this week, the safe passage of the waterway was cited as the industry’s primary challenge.

To mitigate the economic impact, the government has introduced measures including the reduction of energy costs and a freeze on oil duties until September, alongside investments in domestic clean energy.

Egypt’s Minister of Investment and Foreign Trade Mohamed Farid said Egypt and the United Kingdom are working closely to strengthen their strategic partnership and drive investment in the green economy, reflecting deep-rooted historical and economic ties.

Trade between the two countries reached approximately £2.8bn in 2025, including £1.5bn in Egyptian exports and £1.3bn in UK exports. Farid added that the United Kingdom is the second-largest foreign investor in the Egyptian market.

The minister made the remarks during his opening speech at the Climate Finance Accelerator conference, implemented through cooperation between the British Embassy in Cairo and Flat6Labs.

The event was attended by Rachel Kyte, Catherine Carr, as well as investment experts, international partners, and founders of start-ups operating in climate-aligned sectors.

In his address, Farid stressed that climate finance is no longer merely an environmental commitment, but has become a highly competitive economic issue amid rapid global shifts towards a green economy. He noted that this aligns with Egypt’s vision to enhance the competitiveness of its business environment, making it more attractive to climate-related investment and financing.

He added that these efforts are also aimed at preparing Egyptian exports to access a wider range of global markets, particularly in light of emerging carbon border adjustment mechanisms.

Egypt-UK trade reaches £2.8bn in 2025: Investment Minister

On climate finance, the minister emphasised the importance of integrating green investments and climate financing into the government’s annual plan, in a way that maximises the benefits of opportunities linked to the transition to a low-carbon economy.

In a related context, Farid revealed that ongoing consultations are taking place to support the access of Egyptian exports to global markets, especially in light of carbon border measures. He noted that aligning Egyptian industry with these standards is essential to preserving market share and enhancing export capacity.

He added that Egypt’s strategy aims to increase the share of renewable energy in the electricity mix by 2030, stressing that achieving this target requires coordinated efforts among national stakeholders, alongside strengthening human capital capabilities to support Egypt’s position in global carbon markets.

Farid also highlighted the importance of developing regulatory and supervisory frameworks that align with the evolving nature of climate finance. He noted that an effective system must accommodate diverse financial instruments and varying institutional capacities, while applying robust oversight methodologies to ensure that climate commitments translate into tangible economic outcomes benefiting both businesses and citizens.

He praised the outcomes of the Climate Finance Accelerator as a successful model of international cooperation in supporting the green transition by helping transform climate projects into bankable investment opportunities.

The Climate Finance Accelerator is an international initiative funded by the UK government, aimed at supporting developing countries, including Egypt, in accelerating the transition to a low-carbon economy. It offers an integrated package of technical and financial support, including the development of financial models, capacity building, and alignment with international environmental, social and governance (ESG) standards.

He noted that discussions focused on establishing strategic partnerships between military production companies and British firms across a range of manufacturing sectors. The crisis has rapidly migrated from the gates of Buckingham Palace to the steps of 10 Downing Street. Prime Minister Keir Starmer is currently navigating the most significant internal upheaval of his tenure following the disastrous appointment of Peter Mandelson as the UK’s Ambassador to the United States.

Mandelson, a veteran of the Labour Party, was forced to step down after it emerged that he, like Prince Andrew, had shared sensitive government information with Epstein between 2009 and 2010 while serving as Business Secretary. The fallout has decimated Starmer’s inner circle:

Egyptian Foreign Minister Badr Abdelatty warned on Saturday that accelerating the deployment of an international stabilization force in Gaza has become an urgent necessity to protect the fragile ceasefire and ensure full implementation of the latest UN Security Council resolution. Abdelatty delivered the message during separate meetings with UK National Security Adviser Jonathan Powell and Spanish Foreign Minister José Manuel Albares on the sidelines of the G20 summit.

Abdelatty’s remarks came as Israeli forces broadened what Gaza authorities described as repeated violations of the ceasefire that took effect on October 10. Gaza’s Ministry of Health reported seven Palestinians killed and 30 injured in the past 48 hours. Since the ceasefire began, 318 people have been killed and 788 wounded, while rescue teams have recovered 572 bodies from beneath destroyed buildings. The overall toll since October 7, 2023, stands at 69,733 dead and 170,863 injured.

Witnesses told Anadolu Agency that Israeli forces launched dozens of airstrikes at dawn on Saturday across eastern Rafah, Khan Younis, and Gaza City—including the Shuja’iyya and Tuffah neighborhoods—while detonating residential buildings and advancing several hundred meters into areas previously vacated under the ceasefire terms.

The renewed escalation has triggered a fresh wave of displacement, forcing hundreds of families to flee toward areas with little or no access to basic services. Gaza’s Civil Defence said Israeli forces have blown up “dozens of homes and residential blocks” east of Gaza City since the ceasefire began. The agency warned that worsening winter weather could deepen the humanitarian crisis, noting that relief operations remain “extremely slow” compared to the scale of need.

Hamas said the Israeli actions “place a direct responsibility” on mediators and the US administration to prevent a collapse of the truce. The group accused Israel of removing the agreed-upon yellow demarcation line and pushing westward each day under the cover of airstrikes and artillery fire. It said these breaches have caused hundreds of deaths and shifts in Israel’s withdrawal lines “in clear violation of the agreed maps,” urging immediate international intervention.

Israeli media, including Channel 12 and the public broadcaster Kan, reported that the army targeted Alaa al-Hididi, described as a senior figure in Hamas’s weapons and logistics network. The reports said the strike was coordinated with the US–Israeli Civil-Military Coordination Center in Kiryat Gat.

Israeli strikes on Saturday added further casualties. An airstrike hit the vicinity of Al-Awda Hospital in Nuseirat, while four children were killed in a strike on a home west of Deir al-Balah. Five Palestinians were also killed and others wounded when a drone targeted a vehicle near al-Abbas Junction west of Gaza City, according to medical sources who warned the toll could rise.

Rik Peeperkorn, the World Health Organization’s representative in Palestine, said more than 16,500 patients in Gaza still require evacuation for medical treatment outside the strip. Only half of Gaza’s 36 hospitals are partially functioning, he said, while none are operational in northern Gaza, where at least 20,000 people remain. Peeperkorn called for reopening all crossings to increase humanitarian aid, stressing that supplies remain far below required levels despite the ceasefire.

Diplomatic efforts continued on the margins of the G20 summit. Canadian Prime Minister Mark Carney and French President Emmanuel Macron discussed the crisis in Gaza and the need to accelerate reconstruction to address the dire humanitarian conditions, according to a statement from Ottawa. The two leaders also reaffirmed their support for Ukraine, saying any political settlement must include Kyiv as a full party and ensure lasting security guarantees.

The UN’s World Food Programme warned that families in Gaza are facing severe cash shortages and are unable to afford essential goods even when limited supplies reach local markets. The agency said prices of basic items remain prohibitively high and noted that “killings of Palestinians continue despite the ceasefire.”

European leaders meeting on the sidelines of the G20 Summit in Johannesburg on Saturday said the US-drafted 28-point plan to end the war in Ukraine could serve as a basis for negotiations, but requires substantial further work. They reiterated their refusal to accept any alteration of Ukraine’s borders by force.

 

In a joint statement, the leaders voiced concern over proposed limits on the size of Ukraine’s armed forces and said provisions relating to the European Union and NATO would require the consent of both institutions.

 

The US proposal, which includes requiring Ukraine to cede territory — including some areas still under Kyiv’s control in the east — also calls for Ukraine to accept a cap on its military forces and pledge not to join NATO.

 

French President Emmanuel Macron, UK Prime Minister Keir Starmer, German Chancellor Friedrich Merz, Finnish President Alexander Stubb and European Council President António Costa held talks in Johannesburg, where the G20 summit is taking place without the participation of US President Donald Trump, who boycotted the meeting amid a diplomatic dispute with the host nation.

 

The European leaders said they would continue close coordination with Ukraine and the United States in the coming days, welcoming Washington’s ongoing efforts to pursue peace. They emphasised their position that Ukraine’s borders cannot be redrawn by force.

 

Polish Prime Minister Donald Tusk said Ukrainian President Volodymyr Zelenskyy had shared his view of the US plan by phone after Washington informed Kyiv it must accept the framework by 27 November.

“It requires joint work,” Tusk said on X. “Russia cannot impose its terms on Ukraine and Europe. Anything related to Poland must be agreed with the Polish government.”

 

Europe seeks time as Kyiv pushes back

 

European officials are seeking to give Ukraine more time to respond, after the Trump administration set a one-week deadline for Kyiv to accept what Ukraine and several allies see as an unacceptable concession to Moscow.

 

According to Bloomberg, Zelenskyy is assessing the seriousness of the US request with leaders of France, Germany and other European states, attempting to offer constructive amendments. Merz, the German chancellor, discussed the proposal with Trump, and both sides agreed to continue talks through national security advisers in the coming days, a sign that senior US officials will remain engaged.

 

Trump has taken a hard line, warning he could withdraw US engagement if Kyiv rejects the plan. Yet he has suggested possible flexibility on timing, telling Fox News Radio: “If things go well, the timelines may be extended.”

 

US Vice President JD Vance said any peace agreement must both stop the killing and preserve Ukraine’s sovereignty, while being acceptable to both Kyiv and Moscow and reducing the risk of renewed conflict. Moscow, meanwhile, praised Trump’s draft plan, calling it an effort to prevent further Ukrainian casualties and territorial losses.

 

Vance said the belief that Ukraine can win merely through additional funding, weapons or sanctions is “an illusion”.

 

Key elements of the Trump plan

 

The proposal drafted by US and Russian envoys includes:

– Ukraine relinquishing large areas captured by Russia;

– A formal cap on the size of Ukraine’s armed forces;

– Gradual lifting of sanctions on Moscow;

– De facto recognition of Russia’s annexation of Crimea, Luhansk and Donetsk;

– Elections held within 100 days;

– Abandoning any hope of joining NATO;

– Reducing the size of Ukraine’s military.

 

After the initial shock, some European officials said the situation resembled earlier episodes in which Trump made a demand, Kyiv and Europe rejected it, and the US president eventually softened his stance.

 

Prominent Republicans in the United States have also expressed reservations. Senator Roger Wicker said the “so-called peace plan raises serious concerns” and that he was deeply sceptical about its ability to produce peace. Senate Minority Leader Mitch McConnell said Russia had attempted to influence Trump throughout the year and warned that the administration may be more focused on appeasing Moscow than securing a genuine settlement.

Minister of Investment and Foreign Trade Hassan El-Khatib held a meeting with British Ambassador to Cairo Mark Bryson-Richardson to discuss ways to enhance the strategic partnership between Egypt and the United Kingdom.

The talks reviewed the progress achieved in implementing economic reforms aimed at attracting investment and expanding the role of the private sector in Egypt’s economy. They also covered ongoing preparations for the Egypt–UK Investment Conference, scheduled to take place in December.

El-Khatib highlighted that the Egyptian government has achieved a significant transformation in macroeconomic policy over the past fifteen months, encompassing monetary, fiscal, and trade policies, as well as redefining the role of the state in the economy.

Addressing inflation, he noted that the rate has fallen to around 12%, reflecting the success of recent policies in maintaining price stability despite global challenges. The Minister added that structural reforms in the subsidy system are underway to ensure its financial sustainability and better direct support to those most in need.

El-Khatib also reaffirmed the government’s target to position Egypt among the top 50 countries in global trade competitiveness indicators. He revealed that reforms have led to a 63% reduction in customs clearance time within a single year – from 16 days to about 5.8 days – alongside an ongoing plan to remove non-tariff barriers and enhance the efficiency of the foreign trade system.

He added that a new, comprehensive trade policy is being developed to promote openness, competitiveness, and stronger regional partnerships, particularly with African countries. The government, he stressed, remains committed to avoiding any increases in customs duties to prevent additional inflationary pressures – reaffirming Egypt’s adherence to global trade rules and its support for the free movement of goods and services.

The Minister noted that the trade deficit has fallen to its lowest level since 2010, reaching around $30bn, down from $50bn – a result of the ongoing structural reforms in trade and industry.

El-Khatib emphasised that Egypt now stands before a “golden opportunity” to build on its strategic location and advanced infrastructure, positioning itself as a regional hub for manufacturing and exports. He added that the government aims to double foreign direct investment in the near term through a comprehensive package of legislative and procedural reforms.

He also underlined that digital transformation is a cornerstone of Egypt’s efforts to improve the business environment. The Ministry has launched more than 460 digital services and permits through a unified platform that enables licence issuance within 20 days, and integrated 96 government entities into a single electronic system allowing investors to interact digitally with the Ministry of Finance.

El-Khatib reaffirmed Egypt’s commitment to building deeper economic partnerships with friendly nations – foremost among them the United Kingdom. He said the upcoming Investment Conference will serve as a key platform to showcase Egypt’s reform progress, ongoing initiatives, and promising investment opportunities across various sectors.

For his part, Ambassador Bryson-Richardson commended Egypt’s economic and structural reforms, describing them as a clear demonstration of the government’s commitment to stability and a more attractive investment climate. He noted the importance of increasing awareness within the British business community about Egypt’s positive developments.

The Ambassador added that the Egypt–UK Investment Conference, to be held on 8 December, represents an important opportunity to highlight Egypt’s reform achievements and success stories. He reaffirmed the United Kingdom’s readiness to expand technical and institutional cooperation, particularly in customs modernisation, financial technology, and renewable energy, in line with Egypt’s priorities.

Bryson-Richardson stressed that the UK remains a strategic partner for Egypt and will continue to support its efforts to enhance competitiveness and attract investments. He pointed out that promising opportunities exist to finance British exports through the UK Export Finance programme, alongside new projects in agriculture and trade aimed at doubling bilateral trade in the near future.
